Our guiding principles

Our charging policy is based on four principles:

  1. To ensure that service users are never left with insufficient means to afford everyday living costs after any financial contribution
  2. To ensure the Council complies with the law
  3. To charge for services when people can afford to pay
  4. To help people stay independent so that they can avoid or delay the need for care services

These principles allow us to direct our social care spending where it is most needed, which will help us to protect services over the longer term. However, being responsible with our spending will always be secondary to the first principle that service users are never left without enough money because of any payment for services they make.
